assault <sector> <ship>
    attempt to take over the sector with military from the ship. Costs
    BTUs. The sector may fire back and may be defended. The assaulting
    troops are at a disadvantage w.r.t the defenders. Also, capitals and
    forts fight twice as hard against assault as other sectors.
